Kind of strange acronym...

VOC used to be Verenigde Oost-India Companie and as such well know to all Europeans at least.

Planned confusion?

Many titles share the same acronyms, which are context-specific. The main hit on Google for "VOC" is volatile organic compound. Most Americans have never heard of Verenigde Oostindische Compagnie, the Dutch name for the company you mention. That title would be very obscure among American readers. I disagree that this is planned confusion. The fact that more than one group uses the acronym VOC is coincidental, not intentional. VOC is an acronym that is used in a large variety of places.
